In July 2003, the Tasmanian Minister for Health and Human Services asked the Ombudsman to conduct an independent review of claims made by adults regarding abuse suffered as children in the 'care' of the State. The original concept of the Review was a healing process and an opportunity for adults who claimed abuse in State Care as children to tell their story and be believed. The Ombudsman's Review Team determined whether, on the balance of probabilities, there was substance to the claim.
