Description

'Address-in-Reply' is an excerpt from the digital copies of the Parliamentary Debates (Hansard) of the Legislative Council of the Western Australian Parliament. In the excerpt, the Hon. JG Hislop refers to the investigation into child welfare matters in WA by RH Hicks, Director of Child Welfare in New South Wales. Hislop had been given the 'Hicks report' to read as a 'matter of privilege by the Minister' and was therefore not able to discuss its contents openly. Hislop's speech contains remarks about juvenile detention generally and the Child Welfare (Mt Lawley) Reception Home in particular. He also expresses concern about the professional administration of the Child Welfare Department, and the capacity of people within the child welfare system to address children's 'attachment' needs.
