This map was published in the 'Norgard Report', the Report of the Committee of Enquiry into Child Care Services in Victoria. It depicts the geographic spread of children's homes and reception centres in Victoria in 1976, and the map of Victoria includes the new 'regions' (e.g. Loddon-Campaspe, Central Gippsland) which were introduced in the 1970s, when the Department was changing from a centralised to a regionalised form of operation.
