The Health Office was created in 1912 with a separate Medical Officer for Health as its head. Dr Mervyn J Holmes was appointed to this position. The Health Office was responsible for public health administration. In 1916 Dr H Leighton Jones was appointed as Medical Officer and also replaced Dr Holmes as Acting Chief Health Officer. With these two positions combined the Health Office became known as the Department of (Public) Health in 1916.
