Description

This was a major commission of inquiry into the Child Welfare Department (referred to as the 'Child Welfare Branch') that found widespread abuses at government-run shelters, correctional institutions, hostels for mothers and babies, depots and homes for 'mentally defective' children. It led to significant changes to child welfare legislation, and resulted in the Child Welfare Act 1939.
