See pages 876-877 of the excerpt. 'Mental Health Act Amendment Bill. Second Reading' is an excerpt from the digital copies of the Parliamentary Debates (Hansard) of the Legislative Council of the Western Australian Parliament. This second reading is almost identical to that read in the Legislative Assembly. However, it adds some explanatory information about hostels - which would be 'part and parcel of the complete institution' (p.877).
