In this interview, Donella Jaggs discusses her family background, education, migration to Australia, and her career as a social worker. She talks about the history of social welfare in Victoria, the inspection of children's homes in the 1960s, the Norgard Inquiry into Child Care, the recordkeeping practices of the Children's Welfare Department, changes in the management and culture of the Department in the 1970s, foster care, the legal profession's attitude towards Child Welfare legislation in Victoria, and the importance of welfare history and records.
