The Office of the Child Safety Commissioner describes the charter for children in out-of-home care as 'a simple yet powerful document that lists what any child living in out-of-home care should expect from people looking after them and working with them. The charter challenges the service system and the broader community to build relationships and go that "extra mile" to ensure that the basic and developmental needs of children in out-of-home care are met as would any caring parent'.
The development of the charter of rights for children in out-of-home care in Victoria commenced in late 2004. The process involved widespread consultation, discussion papers and several drafts. The Secretary of the Department of Human Services endorsed the final draft of the charter on 27 April 2007.
