'Annual Report Esperance Residential College 2013' confirms (p.12) that the predecessor to the Esperance Residential College, St Andrew's Hostel, was run by the 'Anglican Church' until 1975, when it was taken over by the 'State Government'. According to the report (p.12), the hostel 'has eventually become known as the Esperance Residential College'.
