In The Noisy Mansions (1986, pp.210-214), former Director of Swan Homes and Swanleigh, Roy Peterkin gave an overview of the role of the Anglican Homes Board and other boards and committees of the Anglican Diocese of Perth which governed Anglican children's homes.
The Anglican Homes Board's role in governance changed in the 1960s. In 1959, the Swanleigh Council was formed to develop and then govern Swanleigh, which had replaced the Swan Homes. While The Anglican Homes Board continued until 1970, the Swanleigh Council took a more direct role in the governance of Anglican children's Homes from 1960.
