These records were part of the RMIT Social Policy Archive before their subsequent transfer to the University of Melbourne Archives. The photographs and publications were collected by Donella (Donna) Jaggs, a former social worker with the Victorian government, who went on to become a lecturer and researcher in social policy.
There are photographs of buildings and people (children and staff members) from a number of Victorian institutions, including: Poplar House, Turana; Hillside Boys' Home; Sutton Grange; and Winlaton (including Winbirra Reception/Remand Centre and Leawarra Hostel).
Other photographs are from family group homes run by the Victorian government, including: Larnook, Moonya, Kalimna, Bunyarra.
There are also some photographs taken by the Department of foster homes.
