The Social Welfare Department intended Woodbridge-Westwinds Receiving Home to be temporary. The Department had bought the property of 44 acres with a timber house at Woodbridge where they planned to put up a new building for a home. Meanwhile, they leased the house to a married couple in exchange for them taking boys at the usual rate for foster mothers. In 1967, when the building was complete, the Receiving Home became part of West Winds Boys' Home.
