These are files created by the Departments responsible for Industrial Schools (eg. Children's Services and its successor agencies) and includes depositions, reports, recommendations, inter-departmental correspondence and other papers relating to various investigations into incidents at Westbrook Youth Centre (previously known as Westbrook Training Centre). The investigations, which were undertaken between 1971 and 1994 in relation to separate incidents, were the co-operative effort of the Queensland Police, the Department of Children's Services (and its successor agencies), Westbrook and various other agencies responsible for child welfare.
The 1971 Commission of Inquiry, established by an Order in Council dated 3 June 1971, had a broad mandate to investigate the administration of, and allegations of misconduct laid against the Westbrook Training Centre. The Chairman of the Inquiry was Mr P D Peel, SM.
As a result of the 1994 investigations, the Westbrook Youth Detention Centre was closed.
