The Catholic Family Welfare Bureau (CFWB) was established as a part-time agency of the Catholic Archdiocese of Perth in June 1970. It had an initial focus on overseeing applications for institutional care, with the following priorities:

  • Assessing private (non-ward) applications and offering alternatives to placement if relevant
  • Arranging Social Worker contact with families of children who were not placed
  • Arranging Social Worker contact with families of children were were placed
  • Arranging Social Worker consultation with the staff at institutions where children were placed
  • Integrating the work of volunteer groups at institutions, including after-care groups
  • Consultative work with institution staff around policies and operations

According to Coldrey in his history of Clontarf (The Scheme p.174), the CFWB had an immediate impact on Clontarf’s admission policies with ‘ordinary country boarders and local day boys’ no longer being admitted.

In June 1977 the CFWB became part of Centrecare.
